This is the percentage of school age children looked after at 31 March who had been continuously looked after for at least twelve months, with an education, health and care (EHC) plan (historically a statement of Special Educational Needs). Pupils have special educational needs if they have learning difficulties that need special educational provision. They have learning difficulties if they find it much harder to learn than most pupils of the same age or they have disabilities that make it much more difficult for them in school. A statement of special needs is a formal document detailing a child's learning difficulties and the help that will be given. A statement is only necessary if the school is unable to meet a child's needs on its own.
