- This measure is an average quality of life score based on responses to the Adult Social Care Survey for users aged 65 and over. It is a composite measure using responses to survey questions covering the eight domains identified in the ASCOT; control, dignity, personal care, food and nutrition, safety, occupation, social participation and accommodation.
It is calculated as the number of respondents who answered all eight questions of the Adult Social Care Survey divided by the sum of their scores. and is presented as a score out of 24. Where scores are assigned as follows:- No needs met (the last answer option for each question) = 0
- Some needs met (3rd answer option) = 1
- Needs adequately met (2nd answer option) = 2
- No unmet needs (1st answer option) = 3 Only covers people receiving partly or wholly supported care from their Local Authority and not wholly private, self-funded care.

The introduction of SALT in 2014-15 resulted in changes to the eligible population from which survey samples are selected. Previously, the eligible population of adult social care users for the ASCS had been those in receipt of CASSR-funded services following a full assessment of need (i.e. a snapshot of those eligible for inclusion in RAP table P1). However, with the introduction of SALT, the eligible population has changed to a snapshot of the most closely comparable SALT table, LTS001b, as at the chosen extract date. To be included in table LTS001b a service user must, at the point that data are extracted from CASSR systems, be in receipt of long-term support services funded or managed by the CASSR following a full assessment of need.
