- This metric is the numbers of 2 year children taking up places is expressed as a percentage of the 2 year old population eligible for a funded early education in an area. Count of children aged 2 at 31 December in the previous calendar year.
From September 2013, the entitlement to 15 hours of funded early education per week for 38 weeks of the year was extended to 2 year olds from families in receipt of specified benefits and 2 year olds who were looked after by the local authority. The entitlement for 2 year olds was further extended in September 2014 to children in low income families, children with a statement of Special Educational Needs (SEN) or an Education, Health and Care Plan, children in receipt of Disability Living Allowance and children who are no longer looked after by a local authority as a result of an adoption order, a special guardianship order or a child arrangements order which specifies with whom the child is to live. In April 2018 the eligibility criteria for 2 year olds to benefit from a funded early education place were changed to reflect the introduction of Universal Credit.
The estimated number of eligible children is derived from data supplied to the Department for Education by the Department for Work and Pensions in November each year on the number of children believed to meet the benefit and tax credit eligibility criteria. It represents the best data available on the number of eligible children in each local authority area, but excludes universal credit claimants. From 2019 onwards, full service universal credit claimants are included in the eligible population for the first time. Caution should be exercised when comparing take-up rates at local authority level between 2019 and earlier years due to the roll-out of universal credit.
Any child attending more than one Private, Voluntary or Independent (PVI) provider will have only been counted once. PVI are private and voluntary settings, childminders and Independent schools.
Population estimates at lower geographic levels are subject to a greater degree of error. In some cases, local authority take-up rates can exceed 100%.
