- A local authority must, after deducting its expenses utilise the fess raised form undertakers, undertaking work in a highway for the purpose of developing or implementing policies for the promotion and encouragement of safe, integrated, efficient and economic transport facilities and services to, from and within its area. It must also keep accounts of how these fees are used.
